Where is the ZOOM Limits command?

A - answer This functionality is included in the Zoom All command. Zoom _All zooms to the limits, or to drawing extents - only when entity extents are larger than currently set limits.

If you want a "pure" Zoom Limits functionality, create a simple macro (toolbar button):
'zoom _w (getvar "limmax") (getvar "limmin")
