What are the .DWL files? Why are they created in the drawings folder?

A - answer DWL (DraWing Lock) files (DWL, DWL2) are temporary lock files created when a drawing file (.DWG) is opened, and if the "WhoHas" function is loaded. They can block concurrent access to that drawing file ("The file is locked by another application").

In AutoCAD version 2004 (and higher) this function is always used by default. You can unload (disable) it by deleting the Registry key

HKEY_LOCAL_MACHINE\SOFTWARE\Autodesk\AutoCAD\Rxx.x\ACAD-xxxx:yyy\Applications\AcadWhoHas

(first make a backup/export of it).
