Are there any applications or programs that can be downloaded to import OKSTRA(.CTE and .XML) files ?

I'm a user of AutoCAD Civil 3D 2013.

I'd tried to import these files by using DACH Extension 2012, 2011 and 2010.

This applications can import OKSTRA version-1.011, but the version of the data that I have is OKSTRA version-1.014.

Does anyone know how to import these data?

Or any applications?
