There are two folders Programs and Programs (x86) because most likely you have a 64-bit computer and OS. Newer 64-bit programs will be placed under Programs. Older 32-bit programs will be installed in the Programs (x86) folder. Don't ask me why. Microsoft just decided to do it that way.

I actually just figured it out! In case anyone else has this problem I'll post what I discovered and I'm not sure if it's my computer alone or not. There are two Program Files on my C Drive, Program Files and Program Files (x86). Well, AutoCAD was originally saved under Program Files and when we tried to install SurvCADD it needed to be under Program Files (x86). I just realized that the express tools and other commands were still under Program Files. This probably makes no sense to anyone else because I'm not sure of the exact terminology for it all. I made these changes by going into Options, Files, Support File Search Path and adding the correct path for them.

TXT2MTXT is a part of your Express Tools. Do you have those installed?

I have recently got a new computer with Windows 7. I am still on AutoCAD 2006 and SurvCADD 2008. There were issues installing these and getting them to work initially so I'm not sure if this is where the problems lies. I used to use the command txt2mtxt all the time but now it comes up "command unknown". Anyone know of a different way to convert text to mtext or know why this isn't working for me anymore?
