I'm having problems with my autocad blocks coming in at the correct scale in model space (12x too small).    but blocks seem to come in at the correct scale in paper space.  My "units" are set to feet. 

When I change the "units" to inches, blocks in model space come in correctly, but in paper space they come in too big (12x too big). 

I did a couple of quick searches, but got nothing. 

Any help would be appreciated.

Try the unit settings for your drawing and blocks - see:
 
For Civil3D drawings check also the AEC (project) units settings.
