I need some way to simplify my Fusion model - a small assembly - so that I can use a dumb solid in my downstream software. Is there a "shinkwrap" feature?

There is currently no shrinkwrap feature in Fusion but you can simply Combine your components and export the resulting combined body e.g. to STEP. Or see the related Boundary fill tip 12771.
