It's many applications for thi purpose. For AutoCAD exist some freeware alternatives or addons, but better way is Autodesk Civil, probably.

You'll actually want Land Developement Desktop which Autocad utilizes

We use AutoCAD LT and Cone. Software information can be found at: -

I suppose the bast way for civil structures and road design is Autodesk Civil and RoadPAC.
