It's many applications for thi purpose. For AutoCAD exist some freeware alternatives or addons, but better way is Autodesk Civil, probably.

We use AutoCAD LT and Cone. Software information can be found at: - http://www.conesoftware.com/uk/faq.htm It does what we want. There are others, best search using Google.

I suppose the bast way for civil structures and road design is Autodesk Civil and RoadPAC.
