Can I use the default parameter URL to reference a relative link?

A - answer Is it possible to use the internal parameter URL (type parameter from ID data in Revit families) to link a document using a relative path?

You can use relative paths only for files located in the same folder as the project. If you want to reference such file in the value of the parameter URL, just enter its filename including extension. Then you can open it from a Revit project by double-clicking on the ellipsis button in the right pane.
