The old element of the UI - "screen menu" on the right side of the screen can be used in AutoCAD up to version 2011.

Screen menu

This menu can be switched on with the SCREENMENU variable or in the CUI dialog with the option "Screen menus" for the given workspace. AutoCAD 2012 and higher versions no longer support this obsolete UI element. You can replace it e.g. with a vertical ribbon or a tool panel.

With a hidden trick you can invoke the screen menu still in the version 2012 and 2013 - using the LISP function (setvar "SCREENMENU" 1) or by redefining the SCREENMENU variable - see the command REDEFINE SCREENMENU.
