The symbol (No) used especially in Russian, French, Italian and other languages to prefix (designate) numbers, can be typed in AutoCAD texts with the Unicode code:

\U+2116

You have to use one of the fonts containing full Unicode character set (e.g. Arial, ISOcpEur).
