You can use AutoCAD text in any Unicode TrueType font (containing the required glyphs) or a special Braille-font (see e.g. Fontspace). You can enter the DWG text/mtext e.g. using the Unicode character format (Braille characters/patterns are on Unicode positions U+2800 to U+28FF) - i.e.: \U+28xx.

Exploded text can be then used to generate (engrave) plastic 3D models (tactile labels for blind/disabled) - e.g. by extruding the outline to 3D.
