Use the FlatLand (AcadXTabs) ARX utility (www.caddzone.com/acadxtabs/flatland.htm) - it can ignore osnaps on specified entity types, on specified layers, in blocks or in specified commands.

Since AutoCAD 2005 you can ignore hatch osnaps with the OSNAPHATCH variable.
