No. Local licenses (C-Dilla or SafeCast) "survive" program reinstallations without losing their authorization.

You can also safely (not losing your license auth.) update (flash) computer BIOS, change LAN cards, add disks, connect and disconnect peripheral devices (parallel, serial, USB...) change daylight savings or perform small changes of PC system time (with time-limited licenses - e.g. Trial versions).
