Entering numbers in imperial format - feet, inches.

A - answer I need to enter a distance (size) in the feet/inches units format - e.g. 4 feet 5 inches and 1/4.

In an imperial drawing (non-metric, non-ISO, ANSI, MEASUREMENT=1, see DWT template, use UNITS to switch) you can directly type the distance in feet and inches (decimal or fractional). Use the format 4'5.25 or 4'5-1/4 or 4'-5-1/4" (AutoCAD is quite flexible in understanding the feet-inches format).
