In AutoCad 2012  the line weights default is 20.  When I make a PDF and send it to a third party to print 36”x42” it is all pixelated and cannot read. However when it is printed 8.5”x11” it is okay.

I have changed the AutoCad dwg. line weight default to  5 and again make a new PDF and send it to a third party to print 36”x42” it read okay but when printed on 8.5”x11” it is so light it cannot be read.

What do I need to do to get both to print okay from the same PDF?

What plot style are you using?

Have been using "none" Should I be using acad.ctb?
Also when selecting PDF should the dpi set to 1600?

Wayne, you should at least affect a plot style like monochrome or yours.
You should see in your disk (C)-Program files-Autodesk or AutoCAD etc the location of the xxxxxx.ctb files and open them so that you can see the line thickness.
If you affect a color ctb and print in black and white some entities like the texts will fade.

I always print in color.
The dwg. file size is 32,000kb. Would this be the problem?

File size should have no bearing on output.

Are you specifying index colors or true colors?

Not sure.  What effect does line weight have? What about dpi?
Remember the plots are from the PDF.
