Try command WBLOCK and export block, after this you will open it in AutoCAD and edit in Block Editor. Save a work and try insert block to the blank drawing.
 
For editing attributes you can use command BATTMAN

I need to edit an existing title block (I want to add the attribute  "Scale").  I've gone into Block Editor, copied another attribute and changed it's definition accordingly placed it where I want it to appear in the title block.  However, when I go to utilize the title block, the "Scale" attribute is not part of the Enhanced Attribute Editor dialog box, so I cannot change it.  I do not know how to edit the original Title Block to get it the way I want it.

Also, I tried saving the new drawing as Title Block 1 and tried to copy/paste it into a layout tab and that won't work either - it shows up as the original title block.  I'm so confused.  Wasting time here because I don't know what I'm doing wrong. 

Please forgive my ignorance... and HELP!
