UNITS and there in the dialogue press button DIRECTION (I'm not sure, I have czech version only), and there set the NORTH... it doesn't work?

I cannot change the base angle to north to zero degrees as a Surveyor or compass would have. I have read the HELP notes but it doesn't work.
