Once you have your scale set and your view correct lock your viewport's display so you won't accidentally change its scale.  "Display locked" (Yes/No) can also be found in Properties or Quick Properties.  It can also be accessed by right-clicking on the viewport frame.

You can scale a viewport by clicking on the viewport frame itself and looking in your Properties under the heading Misc. > Standard Scale.

You can also utilize the scalelist available on the Viewports toolbar or even use the method of activating the viewport, invoking the Zoom command and selecting the Scale option.  You would want to use the nXP method.  Not the most intuitive way to do it as it harkens back to the early days of paper space and viewports.

Depending on your version of AutoCAD you may also find a Viewport Scale option in the task bar (lower right-hand corner of your screen) as well.

If you have a blank area in your main viewport, simply put another viewport in and scale it for your insert.  Both viewports can have different scales, no problem.  But your insert has to be in a blank area or objects in the main view will show.  You can't "order" views like you can objects in Model space.
