when you create a parts you can edit it in place and no in group mode.
when you are in a block or group in autocad (similar) and you are edit it you can't create another block . you should exit from edit in place block and create it and after reinsert it into block edit.

a part it is more flexible..

 am i explain?

Could you explain how you'd like the parts to be grouped, different than using a block?
Would the "group" command help?

i worked with me10 and i loved it! autocad is very frustrating because it makes creating a block when you're already editing the block!

with autolsip 
you could make a code that groups elements in layer groups or parties as me10?
