Try a search on raster to vector conversion.

There are many programs out there that purport to do that. I haven't used them, so I don't know how well they succeed, but put "raster to vector conversion software" into a web search, and you'll find lots of offerings. I couldn't say whether any are outright free, but some [e.g. one called Scan2Cad] at least have free trials so you can check them out before you spend money on them.

You can't convert a photo (raster-based image file) into a drawing (vector-based file). You can import an image (raster file) into a drawing and trace it, but there's no way to do a straight conversion. They are simply two different types of files. Apples and oranges.
