How can I change the Ctr-A function from SELCT ALL to toggle Group ON and OFF like it was earlier.

 Use acad.pgp or go to express menu -> tools->Commands editor

The CUI command (editor) controls all functionality of menus, keyboard shortcuts and override keys.
