is it possible to keep same layer in a multiple position? means in one model view i keep it on and in other model view it is off. in same file. if it is so . then please explain?

No.  You can however utilize a paper space layout with one or more viewports and freeze layers in individual viewports as you see fit.  That option is available to you via the Layer Properties Manager.
