Use layout for printing - everything in the layout is 1:1 (stamp, explanation...), only set scale to a viewport (it should be in a layer turned plotting off (e.g. defpoints), if you don't want to see the frame on paper). You can have several layouts for one drawing and set the plotter and paper size up different for each other.
