Why 'Align' command doesn't work in LT 2009? Are there any other way to align the objects/lines?

You can make a Diesel macro with similar functionality (there is one in our LT Extension). Or wait for LT 2010 - it contains the ALIGN command.

I am not sure if lisp files works in Autocad LT. Untill 2008 version lisps could not be loaded into lite The way I align the object in Autocad LT is first "scale" the object to desired dimensions. Then place the object to one of the end point of object to be aligned.
Then "Rotate" the object with reference option.
