KeyCreator from Kubotek has a slick Spline to Arcs conversion within their Tools CDE [on the 2D pane].  They don't have anything specific on this on their website, but here is a page you can look at:  http://www.kubotekusa.com/products/keycreator_sub/design.html
 
I use this feature all the time to convert drawings I am given by our customer for ease of use.  Good luck.
