How to insert and rotate a block from a Tool palette?

A - answer If you want to be prompted for individual rotation angle on blocks inserted from a Tool palette, set the "Prompt for rotation" property for that particular tool.

Right-click on the tool and in its Properties set "Prompt for rotation = Yes". Insert such blocks by clicking not mouse-dragging.
