NO you do not have to install a converter to plot a drawing in PDF file format.

You can even do it in AutoCAD 2010.  From the AutoCAD 2010 Help file, topic: PDF....

Using the DWG to PDF driver, you can create Adobe® Portable Document Format (PDF) files from drawings.

before you print/plott file become pdf file, you must instals pdf converter, ex. : dopdf, etc.

There is an option to plot to PDF file format. Find it under Printer/plotter name.  It will say DWG to PDF.pc3.
