I have never run into a situation where a file provided to me was not changeable.  Even as a reference, the block has to be available to reference. If you have a concern about your drawing not being changed, don’t share it in a cad format, send a pdf file.  Even those can now be vectorized and changed as needed if your know how to do it.  We do this all day long because the clients provide us with paper line drawings.
