When I use the insert command the inserted object is placed in the 
active layer.  But when I insert a object from the tool pallett, it is placed in the 0 layer.  Even when I right click on a tool in the tool 
pallett, and check that it be inserted in the active layer, it still is placed in the 0 layer.   
What might I change to control the layer receiving the object??

Are these objects ones that came with AutoCAD LT or did you create them.

If I right click on a tool palette object then select Properties, look under the heading General then check Layer it says --use current.  If I click on the adjacent dropdown arrow I get a list of layers I can assign the object to.  I think you mucked around with something and forgot what you did.
