That does seem to directly contradict your second post, assuming that by "drawing" you mean "Paper Space Layout," and not a drawing file [.DWG].
 
I don't know of a way to do that -- Model Space status "rules" for Layers except for the one option of Freezing them in individual Paper Space Viewports, but there is no converse option to have one visible in a Viewport if it's off in Model Space.
