Hello!
I am loosing my mind right now. I am trying to convert the attached DWG points to Contour lines. 
Is there anyone who would be able to help me with this?

Hello rob-held, I don't know about Civil 3d but maybe this is for you, read all the Tip and not only the tittle :
Tip 11511:score 305Assigning elevations to 2D contours (isolines).
P.S. Maybe the tip won't solve all your problems.

Yes, it is possible.

First You open this DWG points in CIVIL 3D.

Then select surfaces in tool space - right click  - creat surface

Surfaces - surface(name) - definition - drawing object - Right click - Add

Then Select these points.

Surface will be created
