Non-unitary UCS Y axis; normalizing.

A - answer This message can appear on drawings converted from a non-Autodesk CAD program or created with an add-on application.

In the given view (viewport, layout) use the UCS W command to force the World UCS. Or try to change the drawing units. Also perform an audit of the complaining drawing (AUDIT, RECOVER).
